Who can become an angler?

Now let's answer the question: who can become an angler? According to the regulations in force (The Inland Fisheries Act; Rules of amateur fishing) a person may fish, which has finished 16 years and has a fishing license. Youth up to years 16 is exempt from the obligation to have a fishing license, however, it can only fish under the supervision of a holder of the card. Fishing cards are issued (after passing the relevant exam) by the boards of PZW. They authorize you to engage in amateur fishing, but they are not enough, to fish freely. The angler must also have a fishing permit issued by the owner or lessee of the water concerned. The owner of flowing waters, i.e.. most rivers, dam reservoirs and parts of lakes is the PZW. If you intend to fish in the waters of the State Fish Farms - and these are mostly lakes - you must additionally purchase a permit. Anglers who fish in sea waters must purchase a special permit at the appropriate Maritime Office.

Basic document, the angler is obliged to comply with are the RULES OF AMATEUR FISHING.

I am quoting the regulations in force in Poland regarding the dimensions and protection periods as well as the daily catch limits for individual species of fish.

 

Regulations of Amateur Fish Catching

I. ADMISSION

Regulations of Amateur Fish Catching, hereinafter referred to as the Regulations, is a set of regulations on the principles of fishing and the protection of ichthyofauna. The provisions of the Regulations apply to all anglers in the waters used by the Polish Angling Association (PZW), both associated in the Union, as well as non-associated Polish citizens and foreigners. In the waters of the PZW, amateur fishing is allowed with the consent of the fishing holder. Amateur spearfishing can be practiced by a person with a spearfishing card and an appropriate permit.

II. FISHING RIGHTS IN PZW WATERS

1. Members of the Polish Angling Association and persons not associated with the Polish Angling Association have the right to fish in the waters used by the Polish Angling Association, with a fishing license, adhering to the principles set out in these Regulations, after obtaining a fishing permit.

2. The rules for issuing fishing cards are regulated by the provisions of the Act of 18 April 1985 r. about inland fisheries, as amended.

3. Persons up to and including fishing are exempt from the obligation to have a fishing license 14 years and foreigners temporarily staying in Poland.

4. The angler has the right to fish independently, which he graduated from 14 years, with this, that youth to 16 years old, is not allowed to fish at night without the supervision of a guardian.

5. PZW member for years 14 is allowed to fish with the following restrictions: within its own fishery, according to the quantity and weight limit, only under the care of an adult, with a fishing license.

6. Youth not associated in the PZW aged up to 14 years old has the right to fish:

a) only under the care and under authority, the position and the daily catch limit of an adult, with a fishing license – the ground-float method

two people are allowed to fish, each for one fishing rod. Providing the position and limit to two people excludes the handler from fishing with one fishing rod.

b) only under the care and within the entitlements and daily catch limit, an adult, with a fishing license, by spinning and fly fishing. The delegation of powers does not preclude the guardian from fishing for one fishing rod.

7. Fishing for groups of a few young people up to the age of years is allowed 14, under the supervision of a guardian with appropriate permissions and a permit issued by a fisherman. Each person from the group is allowed to fish with only one rod, with the rights to his own position and the daily catch limit of the PZW member.

III. DUTIES OF A FISHER IN PZW WATERS

1. During fishing, the angler is required to have: fishing license, permit issued by the fishing holder and other documents required by the issuer of the permit.

2. Before fishing, the angler is obliged to establish, to whom the fishery chosen by him belongs and whether there are any additional restrictions, apart from those contained in these Regulations.

3. This angler has priority when choosing and taking a place in the fishery, who came to them earlier. When taking up positions, anglers should keep appropriate distances between themselves, set out in Chapter V.. Of the Regulations. These intervals may only be reduced with the consent of the angler, who previously occupied the position.

4. During fishing, the rods must be under the constant supervision of their user.

5. The angler is obliged to have a device for removing hooks from fish mouths. Fish from the hook should be released with extreme caution.

6. The angler is obliged to keep the shore within the radius clean 5 m from your fishing position, regardless of the condition, which he found before the start of the fishing.

7. It is the angler's duty to leave the fishery, if sports competitions are to be held there, conducted control catches or restocking. The organizer of the competition must have a written fishing permit.

8. If water pollution or its effects are noticed, like for example. Fish dead, water color change, oil stains, unnatural smell, The angler should immediately notify the management of the nearest PZW circle or district, the police or the nearest public administration body.

9. If an angler catches a marked fish, is obliged to send to the PZW district board, in whose territory it was caught, a stamp and a few scales taken out

above the side of the fish, giving its genre at the same time, length and weight, and the place and date of catch.

IV. PRINCIPLES OF FISHING

1. Fishing rod

The angler is required to use a rod consisting of a rod of at least length 30 Cm, to which the terminated line is attached:

a / one hook with bait, or

b / in the fly method, no more than two hooks, each with an artificial bait, each hook may have no more than two blades so spaced apart, that they do not extend beyond the circumference of the circle in diameter 30 Mm, or

c / in the spinning and trolling methods, an artificial bait equipped with no more than two hooks; the hook may have no more than four blades, positioned like this, that they do not extend beyond the circumference of the circle in diameter 30 Mm.

d / when fishing from under the ice:

– one hook with bait, the hook may not have more than three points, positioned like this, that they do not extend beyond the circumference of the circle in diameter 20 Mm, or

– an artificial bait equipped with no more than two hooks, each hook may have no more than three blades, positioned like this, that they do not extend beyond the circumference of the circle in diameter 20 Mm.

2. Lures

a / May be used as baits:

– natural baits: animal and vegetable,

– artificial lures.

b / It is forbidden to apply, as baits / groundbait /:

– protected animals and plants,

– fish and crayfish listed in Chapter IV, point. 3.7.,

– ikry.

c / Natural animal baits are living or dead organisms, and parts thereof. When using fish as bait, Only fish with dimensions or not included in the conservation dimension and not in the conservation period may be used.

d / Natural plant baits are plants, parts thereof and preparations therefor / e.g.. cakes and pastes /. By convention, these lures also include cheese.

e / Artificial baits are a group of lures made of various natural or artificial materials. These lures may be equipped with a maximum of two hooks with a blade spacing not greater than the width of the artificial bait / with tolerance to 2 Mm /.

3. Fishing

3.1. You can fish 24 hours a day in the waters used by the PZW, with the exception of the land of trout and grayling / listed in a separate PZW guide /, where you are allowed to fish only from dawn to dusk, i.e. 1 hour. before sunrise and 1 at. after sunset.

3.2. It is forbidden to fish in the periods established for them and in marked protective places, such as spawning grounds, chairs, wintering grounds, queen cells. It is forbidden to catch fish in protection and breeding zones.

3.3. The angler must comply with the daily catch limits.

3.4. Moreover, the angler is not allowed:

a / store and take fish below their protective dimensions,

b / sell caught fish,

c / distribute the caught fish in the fishery,

d / catch fish at a distance less than 50 m from: weirs, mucus, Tam, dams and other water damming devices and fish passes. This prohibition does not apply to hydraulic engineering structures used to regulate the banks or the bottom, e.g.. ostrogi, bottom bands and thresholds,

e / catch fish at a distance less than 50 m from placed and marked nets and other fishing gear,

f / catch the method “the cutter”

g / build fishing jetties and stands without the consent of the water user,

h / fish from unregistered and unmarked floating equipment in accordance with the applicable regulations,

and / use artificial light, used to locate or attract fish, j / anchor boats and fish on marked waterways, k / fishing from bridges,

l / cut off the heads and tails of fish before fishing is finished.

3.5. Fish caught (except salmonids and grayling) may only be stored alive in nets made of soft threads, stretched on stiff hoops or in specialized carp bags. In nets, no

you are allowed to store more fish than the daily limits set.

(a) salmonids and graylings intended for collection shall be killed immediately after catch,

b / each angler must keep the fish he catches separately.

3.6. Fish caught undersized or protected must be absolutely, discharged carefully into the water.

3.7. Stripe crayfish, signal crayfish and grassy fish, bull's grandmother, czebaczek amurski, and after catching the dwarf catfish cannot be released into the fishery, in which they were caught, nor to other waters.

3.8. When fishing with natural baits, it is forbidden to use spinning or fly fishing at the same time.

3.9. The fishing holder may restrict or prohibit the use of groundbaits in a given fishery.

3.10. It is allowed, in the place and time of fishing with a fishing rod, obtaining fish for bait with the use of a fishing lure. The surface of the lure net is no more than 1 m x 1 m, and the mesh size of the net shall not be less than 5 Mm.

3.11. Fish intended for bait may only be introduced into the waters, from which they were obtained – with the exception of the species listed in point 3.7. Fish intended as bait, when alive, they can be stored in a container that ensures their welfare or in a net as in point 3.5.

V. AUTHORIZED FISHING METHODS 1. The ground-float method

1.1. Fishing with the bottom-float method is allowed simultaneously with two rods, each with a line ended with one hook with a natural bait.

1.2. The fishing licensee may define the allowable number of groundbaits in a given fishery.

1.3. An angler who uses this method to catch fish, is obliged to keep the following minimum distances from other anglers:

a / when fishing from the shore – 10 m,

b / between boats or wading – 25 m,

c / between the boat, and shore anglers – 50 m.

2. Metoda spinningowa

2.1.Fishing with the spinning method is allowed with one rod, held in hand, with a line terminated with one artificial bait, armed with no more than two hooks. During spinning it is not allowed to use any additional bite indicators installed on the line.

2.2. An angler who uses this method to catch fish, is obliged to keep the following minimum distances from other anglers:

a) shore fishing or wading – 25 m,

b / fishing from a boat – 50 m.

3. Trolling method

3.1. Fishing with the trolling method is only allowed with one rod, ended with a line with one artificial bait, armed with no more than two hooks, towed behind a powered engine, sails or the power of human muscles by a vessel. It is forbidden to tow natural baits in this way.

3.2. When using this method, the angler is obliged to keep a minimum distance 50 m from other anglers.

4. Fly method

4.1. Fly fishing is allowed with one rod, held in hand, equipped with a reel with a movable spool and a fly line, ended with no more than two hooks, each with an artificial bait – each hook may not have more than two blades, positioned like this, that they do not extend beyond the circumference of the circle in diameter 30 Mm.

Lines other than a fly line in this method may only be used for tying leaders, the length of which cannot exceed twice that of the rod used and as a backing for the fly line. An additional one must not be used on a fly rod, external load on the line and leader, and the use of a water ball and other substitutes for it is prohibited.

4.2. When using this method, the angler is obliged to keep minimum distances from other anglers;

a / from the shore or wading – 25 m, b / from the boat – 50 m.

5. Ice method

5.1. Ice fishing with artificial bait – other than Mormyshka – one fishing rod is allowed, and in the case of fishing with natural bait or mormyshka with two rods. A bait is considered a mormyshka, in the form of a single body –

any shape and color, with a length of no more than 15 Mm, with a molded-in or soldered single-blade hook.

5.2. Holes in the ice should be made with a diameter not greater than 20 Cm, and between them keep a distance of not less than 1 m.

5.3.It is forbidden to catch fish at night, i.e.. from dusk till dawn.

5.4. Fish caught, intended for collection should be killed immediately after catch. Killed fish should be kept in containers.

5.5. When using this method, the angler is obliged to keep a minimum distance 10 m from other anglers.

5.6. It is forbidden to use dead and live fish, as bait.

WE. FISH PROTECTION

1. The protective dimension of the fish is the length from the beginning of the head to the farthest end of the caudal fin.

2. The following protective dimensions of fish apply:

– asp to 40 Cm,

– brazilian 40 Cm,

– sure of 30 Cm,

– Danube salmon for 70 Cm,

– go to 25 Cm,

– crossguard to 15 Cm,

– carp to 30 Cm / does not apply to rivers /,

– chub to 25 Cm,

– lin do 25 Cm,

– grayling to 30 Cm,

– salmon to 35 Cm,

– burbot:

a) in the Odra River from the mouth of the Warta River, to the border with sea waters to 30 Cm;

b) in other waters to 25 Cm;

– perch to 15 cm / except for the waters included in the Trout and Grayling Land Waters Guide /,

– brown trout to 30 Cm,

– strut to 25 Cm,

– pike perch to 50 Cm,

– sapa do 25 Cm,

– sieja do 35 Cm,

– whitefish to 18 Cm,

– sum do 70 Cm,

– pike to 50 Cm,

– piggy to 25 Cm,

– sea ​​trout to 35 Cm,

– lake trout to 50 Cm,

– eel to 60 Cm,

– loathes to 15 Cm.

3. The following conservation periods for fish are established:

– asp from 1 January to 30 April,

– fast from 1 January to 30 June,

– fast and fast carpacka from 1 January to 31 of December,

– certain:

a / in the Vistula River from the dam in Włocławek to its mouth from 1 September to 30 November;

b / in the Vistula river above the dam in Włocławek and in other rivers from 1 January to 30 June;

– Danube salmon from 1 marked 31 May,

– grayling from 1 marked 31 May,

– salmon:

a / in the Vistula river and its tributaries above the dam in Włocławek from 1 October to 31 of December, during the rest of the year, fishing on Thursdays is prohibited, Fridays, Saturdays and Sundays;

b / on the section of the Vistula River from the dam in Włocławek to its mouth from 1 December to the end of February; in the period from 1 marked 31 Fishing on Fridays is prohibited in August, Saturdays and Sundays;

c / in other rivers from 1 October to 31 of December;

– burbot from 1 December to the end of February,

– Brown trout:

a / in the Vistula river and its tributaries from its sources to the mouth of the San river, in the San river and its tributaries and in the Odra river and its tributaries from the state border with the Czech Republic to the mouth of the Bystrzyca river and in the Bystrzyca river and its tributaries from 1 September to 31 January;

b / in other waters from 1 September to 31 of December;

– whitens from 1 October to 31 of December,

– sielawa 1 October to 31 of December,

– zander from 1 January to 31 May,

– breath from 1 April to 31 May,

– sum:

a / in the Odra River from the mouth of the Warta River to the border with sea waters from 1 December to 31 May;

b / in other waters from 1 November to 30 June;

– pike from 1 January to 30 April,

– piggy from 1 January to 15 May,

– sea ​​trout:

a / in the Vistula river and its tributaries above the dam in Włocławek from 1 October to 31 of December; during the rest of the year, fishing on Thursdays is prohibited, Fridays, Saturdays and Sundays;

b / on the section of the Vistula River from the dam in Włocławek to its mouth from 1 December to the end of February; in the period from 1 marked 31 Fishing on Fridays is prohibited in August, Saturdays and Sundays;

c / in other rivers from 1 October to 31 of December;

– lake trout from 1 September to 31 January,

– eel from 15 June to 15 July.

4. If the first or last day of the protective period for a specific fish species falls on a public holiday, the protection period is shortened by this day. Does not apply to eel and sturgeon.

5. The following legally protected species of fish and lampreys are prohibited from angling:

– alosa,

– black spot goby,

– grandmother,

– sand cake,

– fast,

– ciosa,

– diary,

– stripe bullhead,

– white fin bull,

– piniformes – all genres,

– jesiotr ostronosy, western sturgeon,

– white fin sausage,

– Kessler's sausage,

– goats – all genres,

– cuckold hens,

– minogi – all genres,

– scabby,

– shrew,

– peeker,

– thorn,

– rosary,

– strzebla błotna,

– slip,

– long tape measure.

6. Crayfish and noble crayfish cannot be caught by an amateur.

7. The following limits are introduced on the quantity of fish to be taken from the fisheries:

7.1. During the week / from Monday to Sunday /:

– Danube salmon 1 pcs.

7.2. During the day / in hours. 0.00 – 24.00 /

– sum 1 pcs.

– lake trout, sea ​​trout, salmon, pike perch, pike, tie, asp, /together/ 2 pcs.

– grayling, Brown trout, /together/ 3 pcs.

– fast 3 pcs.

– carp 3 pcs.

– lin 4 pcs.

– certain 5 pcs.

– eel 2 pcs.

The total number of fish caught and taken from the fishery of the above-mentioned species may not exceed 10 pcs. during the day.

8. It is allowed to take fish of other species not mentioned above from the fishing grounds, in quantities not exceeding 5 kg per day.

9. Catch limits do not apply to grass carp, silver carp, skimpy, silver crucian carp, bream, rainbow trout and spring trout and the fish species listed in Chapter IV, point. 3.7.

10. Fishing during fishing competitions is governed by separate provisions contained in “Rules of the Organization of Fishing Sport”.

11. In justified cases, the fishing holder has the right to tighten or soften the dimensions, conservation periods and fish quantification limits. The relaxation of these requirements may not violate the provisions of the Inland Fisheries Act and the regulations issued on its basis.

VII. CONTROL AND RESPONSIBILITY OF PAWNERS IN PZW WATERS

1. The angler who catches the fish is obliged to submit to the inspection carried out by

a / Police officers, b / guards of the State Fisheries Guard, c / guards of the Community Fisheries Guard, d / PZW property protection guards, e / guards of the State Hunting Guard, f / forest guards,

g / guards of the National and Landscape Park Guards, h / Border Guard officers,

and / entitled to fishing, in the waters it uses.

2. At the request of the controlling party, the angler is obliged: show documents, fishing equipment, caught fish and bait.

3. Violation of these Regulations by an angler entails the consequences of the Inland Fisheries Act and the PZW Statute..

VIII. FINAL INFORMATION

1. The provisions of the Statute of the Polish Angling Association shall apply to matters governed by these Regulations, as well as generally applicable law, including:

– Water Law Act,

– The Environmental Protection Law,

– The Inland Fisheries Act,

– The Law on Associations,

– The Act on forests,

– The Nature Conservation Act,

– The Animal Protection Act,

– Regulation of the Minister of the Environment on the protection of species of animals,

– Regulation of the Minister of the Environment on the protection of plant species,

– Regulations of the Minister of Agriculture and Rural Development on catching fish and rearing conditions, breeding and catching other organisms living in the water,

(as amended).

The regulations come into force on the day 1 January 2016 r., under Resolution No. 74 Of the Main Board of the Polish Angling Association of 28.03.2015 r.
